I would think that that is a matter of being held in the same prestidge as the person you are calling by name. For example. Lets say that you have two people who would normally go by Sama at the end of their name. Thats when they interact with general population. But because both of them are the same age and held in the same high regard as well as being good friends to each other. They would just drop the Sama at the end of their names.
