The point he was saying is, regardless if it was crappy, it's not intended to be thrown around "freely". It's intended to gain money for them.
Take my favorite manga Berserk for example, people were uploading that and everything then Dark horse comics said "Yah no.....get that off of the site now." So now you have to buy the volumes instead of actually reading them for free. Which I'm mad about that but eh...their decision. Understandable too.
If it's meant for profit, then it doesn't matter if it's crappy or great, they will most likely find ways to make you buy it instead of throwing it around for everyone to see for free.
