I'm not really sure how I'd answer this question personally, though.
I agree with you about the drawings being "beautiful," though in a way, there can be a perfection in a drawing that you.. really.. just, can't have in life..
It's hard to explain, I guess. I have never really understood people having crushes on cartoon characters very well, though I admit that a lot of anime characters are "cute" or "pretty." (And if I was asked if there was a cartoon I liked a lot, I'd probably say Rikku from FF-X/FF-X2 - just an fyi thing).
So, to name a "cute" character, Anju comes to mind for me, though I couldn't find a good image of her.. I'll edit one in later, so I guess this will have to do:

I think we should destinguish between sexy, beautiful and cute, it sure got a bit mixed up.

In my opinion, the most beautiful character (female, the first post didn't say anything about women in particular...) is Belldandy, from "Oh, my goddess"
