This isn't really a huge theory just a thought.
but i think cross is in the arc with everyone
Reason 1: when they first got in the arc road said to tyki did you get a new brand of cigarettes? and tyki said no, then they showed an alley then changed frames and we all know that he smokes

Reasion two: when they were fighting the twins they said "it feels like cross is with us and watching us now"

i dunno what he could be doing in there but its cross so it don't matter

So you think Cross can somehow use his innocence to be there spiritually and not physically or something? or maybe Cross uses Allen's earring to watch the whole thing

Well that is an interesting theory, and I wouldn't be surprised if we do see General Cross in this story arc. I also have a theory though. I think Chaoji is going to become an exorcist somehow. In the opening credits it shows him lifting up a huge boulder with his hands glowing.

What would be the power of Cross his innocence?
You see him blowing an large number of akuma up in less than a second.
We also know he can change an akuma's personality.
