Yep they sure, they are a group of people and japanese translators that put subtitles into Japanese animes so us non-japanese people can understand what is happening.

Yes they are the main people, they are infact the most well known subbing group in the world. They have trafficked over 15 petabytes of data since they started to track their torrents. But nonetheless there is other groups that sub Naruto and Bleach but dont do as s good of a job then DB do. But there was NinjaBuzz and they were better than DB, but they died

No Dattebayo are not the makers of the anime you see, the real makers live in Japan, DB simply pirate the anime and put subtitles in for us leeches. There are numerous people who rip the anime off the TV program with their computers, they have a tv tuner card in their computer and they record the anime, compress it to wahtever codec or something and then upload it to the intarweb for groups like DB and Ninjabuzz to download and put subtitles on. Allthough Dattebayo hve their own people who get the raws of anime.
