I agree with you that Tsukune might be a monster like maybe a Vampire because remember the part that said they have a force field thing that prevents humans and only monsters can enter?

The anime jumps around the manga a lot (the Public Safety Committee problem happens around Chapter 8 in the manga, they fight that witch during the Sunflower Ranch Arc around chapter 11 and they finally meet Mizore around Chapter 18), but I'm pretty sure...

There's already a second manga series of R+V being published I think they only have 3 volumes, currently.
