Note, this is a review yes, but it's an opinion from me at the end of the day, I can't review it universally, but I will try to make points clear.
Vampires and ghouls stalk the streets of England, hunting the oblivious population. However in such circumstance there is one organization that operates in such areas, the Hellsing foundation that is. A new designer drug is introduced on the streets that give humans vampiric abilities and their bloodlust. With this new wave of evil beings, the organization can only rely on their only recruit, the true master vampire Alucard. Can they defeat this new evil that's spreading over the populace?
Main Review
Let's start with one thing... Comedy? ¬_¬ get out of my town... Love? Pishaw. This is straight down to earth throw the cat out of the window and set dads slippers on fire dark vampire stuff. The story isn't bad at all, with alot of tense situations, as well as big twists in odds of who is winning the fight.

Everybody's favourite anti-hero Alucard. Watching him in action is simply amazing, for one he is a cocky son of a gun, he's incredibly vain and snide, but with all good reason, he is FRICKEN' POWERFUL. He's lovable, even though he's technically not a good guy. You can't help it but be on his side during all the fights.
The other characters aren't too bad either, you have the respectable Ice Queen of Hellsing, Integra Hellsing who is Alucard's master. She controls how much power he can unleash against his enemies, which you will be extremely happy to see how much power she allows for him in the last episode. Her bodyguard and Alucard's friend Walter uses wires to cut up his enemies as well as supplying the vampire with new guns. He has an interesting back story, but they don't touch upon it enough in the anime which I feel is a little nag. Celes Victoria, who could possibly be a downside to this anime, I'll keep it short, her character is very hard to bond with, she's supposed to be the sympathetic character whom the audience watch and see how hard it is for her to adjust to the new lifestyle, but the way it's shown, it isn't hardhitting or grab many heartstrings. Still it doesn't detract too much and it is forgivable.
One treat is Incognito, who I shall not reveal too much information about, is not in the manga and instead is in this anime. He is an enemy from the dark continent and wants to destroy Alucard.
Sound & Graphics:
This is one mighty fine looking anime I must say. It's very clean animation and art wise. I know, I have the DVD.
The english voice acting sucks, it's painful to watch. Especially if your british, it's more embaressing to watch. Stay with the subtitled japanese version, it sounds more appropriate for a London scene oddly and sure accents aren't tellable, but it forgives with sweet voices.
The music. It sounds great with the scenes being acted out with it, like when you watch a fight scene, music is very important if it is included, as it will set the mood. I loved it so much I went out my way to buy the OST for it, I can listen to those albums and imagine a scene in my own head everytime.

OVERALL
I give this a 7/10. Most of those points are there just because of Alucard, the action and how bloody and dark it gets. Yeah it would get more votes, especially since there are interesting stories in the manga that were not used in the anime. It does get bloody at time, maybe sometimes a little too bloody but Alucard keeps your attention on him at all times.
Watch it!
It's only 13 episodes, so I recommend you watch, it has interesting elements which don't make it completely unwatchable, it's enjoyable. Celes Victoria could of been a little more loveable, but you can sympathize with her a little for what she's going through.
