well the symbols add a nice affect but thats kinda all, the brushes arent adding much of an affect and the background hasnt been worked enough.
However i like it more compared to your previous sig, though im no fan of pokemon either =/

well you improved a hell of a lot since before but it looks like all you did for the background is used a motion blur effect or some other thing like that and the brushes add a little but not alot and sorry i cant really put in to much about the background since they are my biggest weakness in GIMP i just recommend making it seem more complex there are many ways to do this

Well, You could keep it on if you change the colour, maybe to white, and place it to the top right corner of the box.
The reason everyone is saying to take it off is that it doesn't really fit with it, it's really the only black bit on it.
