What is the rep power thing that I see on peoples names when they post? If it is like voting rights or something like that then how do I earn the right to have a rep power?

Sorry for double posting but I just got this rep power thing. I think it is because I posted more then 20 posts or something? But I still don't know what it means.

every new members gets 1 rep
if others wanna rep you they can by clicking the rep button (left)
you can approve/disapprove what someone said, did,...
or just give random rep

the more reps you get the higher you rep points will get
