As for the code, could be either pages or words out of Jiraiya's novels/biography. If, I had to hazard a guess, it's his auto-biography.
9th page, 31st word, 8th letter.
106th page, 7th word.
207th page, 15th word.

Considering the first sequence would be pointing at a single letter, it's probably I or A.

Then again, considering that his biography would've been written in kanji a logographic language, in which you'd find symbols as opposed to letters, which could convey far more in meaning than just the letters/words alone.

Then there's the option that it's written in either Hiragana or Katakana or a mixture of all three. Which would complicate a translation into English about what he was trying to say.

Oh as for Kakashi not saying anything about the 106. He ain't stupid, he'd be branded a pervert if he let that slip out, that Jiraiya and he were discussing Tsunade's chest size, even if Kakashi wasn't the one who brought it up.
