i believe there is no such thing as 'top jounin' as each jounin has its own expertise. but i believe some of the best are Kakashi, even though he has a low chakra capacity (can only turn on the sharingan for a few minutes before fainting), Asuma, being one of the guardians of the fire daimyo and even though i'm sad to admit it, Gai. Imagine that guy coming at you faster then the speed of sound (i heard he was faster ?).

i got a question about kakashi I prolly missed it in one of the earlier shows but how does Kakashi have the sharinghan if he's not even in the clan

Kakashi used to be a member of Team Minato (the 4th Hokage), one of the other team members was known as Obito Uchiha, he and Kakashi were sort of friends.

Kakashi taking a similar position to Sasuke, while Obito had more in common with Naruto. The third member of their name was a girl known as Rin (medical nin), who may or may not have been a kinswoman of Kiba. Rin had a crush on Kakashi, while Obito was crazy about her.

Anyway, during one mission Rin got kidnapped. Obito wanted to go after her, Kakashi wanted to abandon her. Obito went after her anyway. Kakashi was nearly at their target, when his conscious got the better of him and he went after his teammates.

They fought and the enemy triggered a cave-in. Obito was half-crushed by some debris. Kakashi had meanwhile lost one of his eyes during the fighting. Obito's dying gift to the person whom he considered his best friend, was his one remaining good eye, Sharingan and all. (Kakashi had recently graduated to become a Jounin and Obito hadn't given him a graduation gift yet.)

Rin did the transplant, and when the enemy showed up to see if they were dead, Kakashi ripped into them again. Team Minato still nearly lost (numbers game), and then Minato showed up and saved their collective backsides. Well, except Obito, seeing how the fighting triggered another cave-in and he was buried underneath all the rubble.

Hence why some think that Tobi/Madara is actually Obito. Ignoring the fact that the wounds that Obito sustained were already mortal, and the subsequent operation and another cave-in wouldn't exactly have been beneficial for his health either.

That about sums it up.

I actually would sponsor Neji Hyuuga. He may not have the sharingan's abilities but his gentle fist technique isn't something that kakashi can replicate, let alone the spinning shield that Neji can generate and his newly acquired ranged attacks. Although he isn't experienced as kakashi, he does have the potential to beat kakashi. Either way, a fight between them would be very interesting.
