Sorry but that's a bad idea for many reasons. We do not have the sound effects for all the things that happen in an anime. Like for example, when the vase crashes on the floor and makes a crash sound it'll be hard to recreate that sound. Anyways, where are we going to find casts? And what if the voice recorder isn't as clear as the ones that anime voice dubbers use?
In the end, it's a bad idea sorry.

1. Ben, you're such a pessimist. Some of us may actually have the right equipment. And it doesn't have to be serious dubbing. By non-serious, I mean that if a vase crashes on a floor, we can make a sound like "boing".
2.As for translating, just dub for anime that's been translated already.

I think your missing the point here Ben, doing something like this would be just for fun. It doesn't need to be professional quality. Also I don't really know anything about dubbing, but wouldn't it be possible to just dub over the voices and keep the original sound fx? As far as finding a voice cast, people from the forums could do the voice acting. Again something like this would be purely for fun, and doesn't need to be professional.
